Why is a millage necessary now?
A Michigan law, the Headlee Act, made Detroit lower its non-homestead property tax rate from 18 mills to 16.5 mills.
This change means we'll lose approximately $10 million in 2024 and up to $225 million over the next 10 years. This will make it harder for us to keep improving our school buildings, teaching quality, financial stability, and most importantly, student achievement.

What will the millage do for DPSCD?
After the state took control, the District was left with legacy debt, but we are on track to pay it off. At the same time, we've made essential improvements to our schools, recognized and rewarded great teachers, and boosted student success – all to build the kind of school system our children and families deserve.
If Detroit votes yes on Proposal S, the District could pay off the debt faster and invest more in the things that matter:
- Salaries for teachers, ensuring competitive compensation to attract and retain quality educators.
- Funding to lower class sizes, enhancing the learning environment for students.
- Support for athletics, arts, and other student programming that enriches the educational experience.
- Necessary building repairs to maintain and modernize learning environments and school facilities.
- Operational costs, including custodial services and transportation, are crucial for daily school operations.
