Enrollment Procedure

  • Turning Point Academy is considered the most restrictive learning environment within our district and consideration for admittance is through Referral Package being sent and pre-screened by a Transitional Committee at Turning Point Academy. This team reviews and determines whether the criteria have been met to enter the program. If all criteria requirements are met, students are then placed at Turning Point Academy. Once the students' behaviors are stabilized, students are returned to their neighborhood school. There is a process that must be followed before your son and or daughter are accepted into Turning Point's Program.

    Parent and Student Center Program Tour

    A representative from the resident Local Education Agency and Public-School Academy, in conjunction with the receiving center program, will contact the parent/guardian to arrange for the parent and student to visit the center program if not already conducted. It is recommended that a representative of the resident Local Education Agency and Public-School Academy accompany the parent/student on tour.

    Individual Educational Program Team Meeting

    The Resident Local Education Agency and Public-School Academy are responsible for scheduling the Individual Educational Plan Team meeting in conjunction with the receiving center program. The resident Local Education Agency and Public-School Academy will bring the Individual Educational Program Team forms and current present level statement. The goals will be developed through collaboration between the sending and receiving teachers. The Individual Educational Program Team meeting will be held at the operating center program location. The offer of Free Appropriate Public Education for the initial placement into the center program is made by the resident Local Education Agency and Public-School Academy. The operating district will verify that all enrollment requirements have been met.

    Transportation

    It is the responsibility of the resident Local Education Agency and Public-School Academy to arrange and provide transportation in compliance with the Individual Educational Plan placement implementation date.

    Lateral Transfers

    The Michigan Administration Rules Education requires that for “students with an Individual Educational Program in effect at a previous public agency who transfer public agencies within the same school year, the new public agency shall immediately provide a free appropriate public education. A decision regarding implementation of an Individual Educational Program by Act 300.323 shall be made within thirty school days of enrollment.

    Therefore, for students who are previously enrolled in a program consistent with one of the programs identified as a Wayne County Act 18 Center Program, the following lateral transfer procedures will be implemented.

    The resident Local Education Agency and Public-School Academy review existing records, including the most current Individual Educational Plan, and formally requests any additional records from the previous school district.

    The resident Local Education Agency and Public-School Academy contact the director or desaniee of the operating center program. The operating center program may contact the previous school or district if additional information is needed.

    The resident Local Education Agency and Public-School Academy, in consultation with the operating center program, completes and signs the Previous Enrollment Form and the student is immediately placed in an appropriate program based on the presented information. If the Individual Educational Program is not being implemented as written, the center program is responsible for conducting an Individual Educational Program within thirty school days.

    If a center program placement is delayed, the resident Local Education Agency and Public-School Academy are responsible for providing programs and services to the student pending placement in the center program.

    When prior records are unavailable, out of date, or the student is from out of state, the resident Local Education Agency and Public-School Academy, in collaboration with the operating center program, will conduct a Review Existing Evaluation Data and establish an evaluation plan.

    Upon completion of the evaluation and determination of eligibility, the resident Local Education Agency and Public-School Academy will conduct an Individual Educational Program in collaboration with the center program if that continues to be an appropriate placement. During this process, the resident Local Education Agency and Public-School Academy are responsible for providing programs and services to the students.

    It is the responsibility of the resident Local Education Agency and Public-School Academy to submit the student records required for enrollment and registration in the operating center program district.

    Both the resident Local Education Agency and the Public-School Academy and operating district enrollment requirements must be fulfilled before the student can attend school. Homeless exemptions apply.
