Learning Support Services

High Incidence disabilities are learning needs that are more commonly seen in schools. Students who qualify for High Incidence services may receive support through programs such as Teacher Consultant (TC) services, Resource Room support, or Mild Cognitive Impairment (MiCI) services. These supports are designed to help students succeed academically and socially while learning alongside their peers whenever possible.

Resource Room Program

Students in the Resource Room Program receive support from a certified special education teacher who works closely with them to meet their individual learning needs. This teacher supports students by:

  • Providing individual or small-group instruction

  • Reinforcing skills and concepts taught in the classroom

  • Monitoring academic progress and behavioral goals

  • Supporting the goals outlined in each student’s Individualized Education Program (IEP)

The resource teacher also partners with general education teachers and school staff to ensure students receive consistent, coordinated support throughout the school day.

Mild Cognitive Impairment (MiCI) Program

The Mild Cognitive Impairment (MiCI) program at Detroit Public Schools Community District (DPSCD) supports students whose learning needs require more intensive support than can be provided through less-restrictive services.

The MiCI program focuses on:

  • Building academic skills

  • Supporting personal and social development

  • Helping students grow in independence and confidence

For some students, the IEP team may determine that standard state assessments—even with accommodations—are not the best fit. In those cases, students may participate in alternate assessments that are aligned to grade-level content but measured using alternate achievement standards.
