COVID-19 Reports

District Procedure for when a case of COVID is reported
1. The District only reports cases of COVID that are directly connected to District property (employees, contractors, students, volunteers, etc.).
2. When a positive case of COVID is discovered, either through LynxDx testing or another method, the COVID positive individual or their guardian should report the case to the Principal/Supervisor for the school/work location.
3. In collaboration with the COVID positive individual, the Principal/Supervisor immediately determines close contacts at the school/work location and directs them to the isolation room or home. See definition of close contacts below.
4. In collaboration with the COVID positive individual, the Principal/Supervisor then completes the COVID Qualtrics survey that captures all relevant information about the case (ie. date of symptom onset, date tested, last date on property, rooms impacted, close contacts, etc.)
5. The COVID Qualtrics survey automatically routes to the Detroit Health Department and the District's Office of School Health and Wellness.
6. The District's Office of School Health and Wellness completes the follow up with the Principal/Supervisor and relevant health department and provides more specific directions related to isolation, quarantine, cleaning and Employee Health Services, including letters that should be sent to specific audiences (ie. close contacts, general notice, etc.).
7. The Principal/Supervisor sends the required letters to the specific audiences (ie. close contacts receive one set of directions and the general community receives general notice because directions for each audience are different).
8. The Principal sends a robocall to the entire community. This only happens after all close contacts have been notified. General notice is given as a courtesy and reminder that there has been a case of COVID on the property and even though everyone is not a close contact, they should continue to monitor symptoms and participate in weekly COVID testing at the schoool/work site. We also continue to encourage vaccination as a primary defense against COVID.
9. The case is then recorded on the master tracking document and posted to this website (detroitk12.org/covid19).
10. In the event of an outbreak (updated 9/30/21 to be 3 or more lab confirmed cases OR 10% of the teachers, students and staff in a core group that are epidemiologically connected, and not affiliated due to familial or household connections), a separate robocall will be sent notifying the school community of the outbreak. Outbreaks are also labeled on the District's website with an "*".
11. In the event of a 10 day school closure that is related to COVID, notice will be sent to the school community, an opportunity will be provided to pick up a device for online learning during the 10 day quarantine. School closures due to COVID are labeled on the District's website with an "^".

Who are close contacts?
Who are close contacts?
Outside of personal/household close contacts, contact tracing is no longer required for any Detroit Public School Community District cases.
Personal/household close contacts are siblings (or other family members who work at the District) or individuals who you share living spaces with including bedrooms, bathrooms, living rooms and kitchens. It can also include those who live together, sleep over, carpool or have direct exposure to respiratory secretions from each other (e.g. kissing, sharing drinks, changing diapers, etc.). This would include exposure in childcare settings for those under 2 years of age.

Regardless of vaccination status, sibling(s) (or other family members who work at the District) and/or anyone who meets the definition of a personal/household close contact (see definition above) are required to quarantine for 5 days from last contact with the positive individual OR participate in the Test to Stay (3 tests over 6 days) program. Personal/household close contacts should also monitor for symptoms for 10 days following exposure and should avoid unmasked activities or activities with higher risk of exposing vulnerable individuals. If a mask cannot be worn, household close contacts should home quarantine for 10 days.

Detroit Public Schools Community District - Reporting & Definitions
- Reporting - The District will communicate a case as "self-reported", upon receipt of a valid lab report. This does not change the investigations that must occur by the relevant health departments in order to confirm the case and identify potential outbreaks, but allows the District to communicate reported cases more quickly.
- Quarantining- Consistent with District procedures, as soon as a case is self-reported, anyone identified as a close contact is required to quarantine immediately while the relevant health department conducts their investigation.
- Notification - DPSCD notifies staff and families directly where there is a confirmation of COVID-19 case that affects face to face (F2F) learning.
- F2F Related Deaths - The District does not have any record of deaths of District students or adults over the summer or during the fall as it relates to F2F instruction.
- Data Updates - DPSCD will update new confirmed cases within 24 hours of notification. Please note that as investigations are completed by health departments and cases are confirmed or deemed to be negative, District summary data will be updated to reflect relevant changes.

Local & State Health Departments - Reporting & Definitions
- Contact Tracing - All contact tracing and the determination of the extent of quarantine is determined by the health department.
- Outbreak - Updated 9/30/21. Educational institutions (i.e., grades K-12) that have been found by their local health department to have multiple cases comprising at least 10% of students, teachers, or staff, within a specified core group OR at least three (3) cases within a specified core group meeting criteria for a probable or confirmed school-associated COVID-19 case with symptom onset or positive test result within 14 days of each other; who were not identified as close contacts of each other in another setting (i.e. household) outside of the school setting; AND epidemiologically linked in the school setting or a school-sanctioned extracurricular activity are considered outbreaks. COVID-19 cases who may have shared exposure on school grounds and are from different households are included. Case counts for school-related outbreaks include those associated with before and after school programs (e.g., school-sponsored sports). Any MDHHS defined outbreaks in DPSCD are indicated by * on the F2F Cases by School document.
- Data Updates - Data from the Detroit Health Department and Michigan Department of Health is updated weekly.

*Actual number of deaths is suppressed to protect privacy because it is less than 5 (< 5). We are aware of one death of a Detroit school aged child (who did not attend DPSCD) that was publicized in the news on April 19, 2020.
