Administer the Head Start program in conformity with the guidelines and policies established by the U.S. Department of Health and Human Services, Office of Head Start, Administration for Children, Youth and Families; Michigan Department of Human Services; City of Detroit Department of Human Services and Detroit Public Schools. Administer the Michigan School Readiness Program (MSRP) in conformity with Michigan Department of Education guidelines. Administer the Wayne RESA Early Childhood Initiative (ECI) and WSU Early Reading First (MiPAL) Grants in conformity with guidelines.

Candidates for this position must hold a valid Michigan teaching certificate with an endorsement in Early Childhood Education (ZA). Candidates must possess a Master’s Degree from an institution accredited by the North Central Associate of Colleges and Secondary Schools or an equivalent accrediting organization.
Candidates must show evidence of graduate credit in four (4) of the following areas: Educational Administration and Organization; Supervision of Instruction; Curriculum Development/Planning; School Law and School Finance; School Community Relations; Staff Development/In-service Training; Educational Leadership; Child Growth and Development; Educational Psychology.
Candidates must present evidence of five (5) years of successful certified contract teaching experience, two (2) of which must be in a prekindergarten or kindergarten program. Three (3) years officially promoted administrative experience preferred.
Regular Attendance is critical; must have an exemplary attendance record.
Must be able to verify whether U.S. citizen, resident alien, or otherwise authorized to accept employment in the U.S.
Must be physically able to perform the duties and responsibilities outlined with or without accommodations.
Under the leadership of the Assistant Superintendent, the Program Supervisor will:
1. Supervise the prekindergarten health, nutrition, medical, dental, social services, parent involvement, mental health, education and disabilities content area for compliance.
2. Supervise the preparation and printing of flyers, brochures, and publications as required and needed.
3. Promote the participation of parents in the planning and implementation of the prekindergarten program.
4. Supervise and evaluate staff according to the Board of Education policies.
5. Provide leadership in curriculum development including new methodology and instructional materials.
6. Monitor all expenditures and budget reports for Head Start, Wayne RESA Early Childhood Initiative (ECI) and WSU Early Reading First (MiPAL) grants.
7. Facilitate in-service training for all prekindergarten staff and parents.
8. Supervise the preparation, dissemination and use of all required forms.
9. Provide leadership in the preparation and submission of annual grant applications.
10. Provide leadership in the preparation and submission of all program reports and records as required (i.e. Quarterly Reports, Written Service Plan, Program Information Report, Community Needs Assessment, etc.).
11. Attend monthly City of Detroit Department of Human Services Head Start meetings.
12. Attend in-service and training conference activities held at the local, state and national levels.
13. Attend and present monthly report to Head Start Policy Committee, MSRP Advisory Committee and Executive Board.
14. Attend parent subcommittee meetings and parent committee meetings as necessary.
15. Monitor all internal and external audits.
16. Monitor the recruitment and enrollment process.
17. Act as liaison to DPS departments (i.e. Office of Food Service, Office of Research, Evaluation and Assessment, Office of Grant Development and Compliance, Office of Human Resources, etc.).
18. Attend required Wayne RESA, MSRP (3 annually), and ECI (2 annually) grant meetings.
19. Attend Michigan Head Start Association Assembly meetings quarterly.
20. Attend community partnership meetings as assigned (i.e. Brightmoor Area Universal PK Task Force, Great Start Collaborative – Wayne, The Family Place Early Childhood Consortium, etc.).
21. Facilitate annual Head Start Self Assessment.
22. Facilitate Program Quality Assessment (PQA) for all prekindergarten classrooms.
24. Perform all other assignments as requested by the Assistant Superintendent, Primary Education.
