Provide leadership and management of the day-to-day financial functions and operations for the Detroit Public Schools. These responsibilities include the following areas: budget, payroll, accounts receivable, accounts payable, fixed assets, capital construction budgeting, investments, cash flow, risk management, Medicaid, grant accounting, staff training and support, assist with the preparation and development of the District budget and all operational and financial statements. Ensure that computer systems, networks and software that supports all financial operations is current, up-to-date and functional. Provide financial related training for all District personnel.

Candidates must possess a Bachelor Degree from an accredited college/university in Business Administration, Accounting or Finance. Masters Degree preferred. Certified Public Accountant preferred. Candidates must also possess strong computer and computation /accounting skills, and strong analytical skills as documented by coursework/training, conferences or job experience.
Must have a minimum of eight (8) years experience of financial related functions such as governmental accounting, financial reporting, cash management operations, investment and borrowing of bonds, disbursement of revenues, economic forecasting, budgeting as well as budget and Comprehensive Annual Financial Report (CAFR) preparation in a large organization required. Individuals with K-12 experience preferred. Excellent verbal and written communication skills required.
Regular Attendance is critical; must have an exemplary attendance record.

Under the direction of the Chief Financial Officer, the Deputy Chief Financial Officer will:
1. Manage accounting, budgeting and financial reporting for all funds, including grants, special programs, trust and agency funds, food services, debt service and capital projects.
2. Manage Bond Group to assure high level of fiscal integrity of Bond Program related to payment, management and structure of bonded debt.
3. Research, develop and implement new financial systems to improve and ensure fiscal integrity.
4. Provide interim financial reports and analysis.
5. Actively monitor all revenues and expenditures ensuring that fiscal integrity is constantly maintained in all operating funds.
6. Assist the CFO in preparing appropriate forecasts of revenue and expenditures.
7. Assist the CFO in preparing the annual financial plan and District budget.
8. Ensure compliance with legally adopted budget limits and District operational spending objectives.
9. Assist in supervising the District’s accounting, collection and cash receipts functions, insuring internal controls, timeliness and accuracy of transactions.
10. Assist in supervising and monitoring the cash management and investment function, and ensure compliance with legal mandates and Board of Education adopted investment policies.
11. Assist in the oversight of the management of the District’s restricted checking program and implementation of Finance Division directed school level bookkeeping services.
12. Oversee the management of the District’s Purchasing Card, Travel Reimbursement, Personal Reimbursement and Petty Cash systems.
13. Oversee the management of the District’s fixed assets inventory control and reporting system, insuring proper safeguards, compliance with state mandates, and accuracy of District financial reports.
14. Manage the District’s Risk Management program including but not limited to operation of the self-insurance programs for property, causality, liability and employee health, dental, vision and worker’s compensation.
15. Manage the District’s Medicaid reimbursement program.
16. Develop and implement training and support of all financial functions. Operate a comprehensive training and technical support department.
17. Direct the operations of the District’s Payroll Department to ensure compliance with all applicable State and Federal requirements.
18. Provide, within the Division, expert technical expertise on the operation and management of all District financial software, hardware and network systems.
19. Assist in developing policy recommendations regarding all financial matters.
20. Provide support to all labor negotiations efforts.
21. Fulfill other duties and responsibilities as assigned by the Chief Financial Officer.
