Candidates for this position must have a Masters Degree in Education; Business, Finance/Accounting or Public Administration from an accredited institution.
Coursework must include 3 of the following areas:
School Finance; Research and/or Statistics; Educational Psychology; Sociology; Education Administration; Business Administration; Technical Writing; Program Development; School Leadership; School-Community Relations: Grant Writing; Accounting; Finance; Information Systems; Curriculum and Instruction; Supervision of Instruction; Organizational Behavior and Management.
The successful candidate will possess experience in (3) of the following areas: program development or implementation; monitoring grants for compliance; auditing grant funded programs, analyzing budgets, grant writing, grant reporting; training professional staff; utilizing on-line FINANCIAL MANAGEMENT SYSTEMS such as PeopleSoft. In addition, candidates must posses a minimum of 3 years experience working with federal, State, local or privately funded grant programs. Experience with school district, non-profit, or government grant programs is preferred.
In addition, candidates for this position must have experience in report writing and/or monitoring of special or grant funded programs. Strengths must include trouble shooting and problem solving, excellent communication skills; must be organized, work well alone or as part of a team. Candidates must possess exemplary organizational skills. Must have knowledge of Microsoft Office Suite including Microsoft Word, Excel (Spreadsheet), PowerPoint, etc.
Regular Attendance is critical; must have an exemplary attendance record.
Must be able to verify whether U.S. citizen, resident alien, or otherwise authorized to accept employment in the U.S.
Must be physically able to perform the duties and responsibilities outlined with or without accommodations.
Must be proficient in Microsoft Word, Excel, Access, PowerPoint, Adobe Acrobat.
Under the general supervision of the Director, Office of Grant Compliance, the Program Associate I will:
1. Process incoming federal, state and local grants and grant amendments awarded to the District.
2. Align grant budgets and amendments with the District’s financial management system.
3. Convene meetings with responsible, implementing schools and units and project managers to articulate the timelines of activities related to funding, budget, audit, personnel, reporting requirements and other responsibilities and requirements of various grant programs.
4. Conduct planning sessions to advise grant-awarded schools and units of processes to implement the program under the terms and conditions by which the grant was awarded.
5. Monitor the implementation of grant programs to assure compliance with grant provisions, guidelines, and school district policies.
6. Review and approve grant-funded purchases of goods and services.
7. Forge collegial relationships with project managers, peers and program officers at various funding agencies to maximize District’s use of grant funds.
8. Maintain regular communication with implementing schools and units to assure compliance with grant terms.
9. Assist schools and units with identifying funding priorities, developing budgets, and spending plans in order to meet funding targets and remain in compliance with grant guidelines.
10. Assist with the preparation and submission of periodic and final expenditure reports as required by funding agencies.
11. Assist in the preparation of carry-over requests and the acquisition of approvals for the use of unexpended grant funds.
12. Maintain required records and participate in the audit process of grant-funded projects.
13. Serve as the District’s liaison for federal, state, local, and private funding agencies to secure additional grant funding and facilitate the provision of information to fulfill grantees’ compliance requirements.
14. Participate in local, state and national committees and conferences for professional development purposes and for the purpose of obtaining information to be used by the District relative to the development or compliance requirements of grant programs.
15. Fulfill other duties and responsibilities as assigned by the Director.

All fingerprinting appointments will be scheduled by Detroit Public Schools, Human Resources Department.
