Qualifications

Education:

Candidates for this position must possess a Masters Degree from an accredited institution.

Experience:

Candidates must have experience with educational budget planning, development,analysis, and, monitoring. Experience in providing leadership toother District Administrators including technical assistance to personnel implementing special programs. At least two years administrative experience directly related to special programs compliance and management. In addition, candidates for this position must have experience in the administration of federal or state programs, i.e., No Child Left Behind, Education Yes! and Section 31a legislation; must have knowledge of school improvement planning and school improvement process; Strengths must include trouble shooting and problem solving, excellent oral and written communication skills; must be organized, work well alone or as part of a team. Candidates must possess exemplary organizational skills. Candidates must have knowledge of Microsoft Office Suite including Microsoft Word, Excel (Spreadsheet), PowerPoint, etc.

Attendance:

Regular Attendance is critical; must have an exemplary attendance record.

Citizenship:

Must be able to verify whether U.S. citizen, resident alien, or otherwise authorized to accept employment in the U.S.

Physical Condition:

Must be physically able to perform the duties and responsibilities outlined with or without accommodations.


Duties and Responsibilities

Under the direction of the Assistant Superintendent, Leadership & Educational Accountability and Director, Office of Title I & Section 31a Compliance, the Program Associate I will:

Essential Functions:

1. Provide the coordination, technical assistance and other support necessary to assist participating schools in planning and implementing Title I and Section 31a funded programs.

2. Support schools in the development of their comprehensive needs assessment, budget preparation, selection of programs/personnel and implementation of programs.

3. Assist local schools in the development and implementation of compensatory education programs.

4. Provide technical assistance and evaluative data regarding the provisions of No Child Left Behind legislation that requires local schools to make Adequate Yearly Progress as measured by the MEAP test.

5. Provide technical assistance and other support necessary to assist local schools in achieving and maintaining Adequate Yearly Progress as measured by the MEAP test.

6. Assist schools and other offices in meeting the compliance requirements of the Title I/Section 31a legislation, especially as related to supplementing not supplanting district-funded programs.

7. Promote district and local reform efforts through the effective implementation of Title I Schoolwide programs and Title I Targeted Assistance programs.

8. Assist with coordination of the District’s Title I parental involvement activities.

9. Coordinate processing of budget adjustments, amendments and personnel.

10. Distribute, monitor and conduct inservice training regarding compliance in the implementation of the program guidelines and operational procedures for the following major activities: After-School/Extended Day Tutorial Programs, Personnel Actions, Workshop Proposals and Payrolls, and School Reimbursements.

11. Monitor budget accounts on-line to detect possible budget problems.

12. Assist schools in establishing budgets and reporting systems for new programs.

13. Assist schools in developing budgets that support the State's curriculum standards and benchmarks and expedites, effectuates, and enhances opportunities for all students to achieve at high standards.

14. Assist school teams in accessing funds to increase parental involvement via planning appropriate activities to assist parents in helping their children at home and at school, and to broaden opportunities for staff and parents to interact/interface jointly to ensure student success.

15. Monitor programs, budget expenditures so as to assist school teams in evaluating and modifying school programs so as to ensure that programs are providing appropriate and challenging instructional activities for children.

16. Other duties as assigned.

All fingerprinting appointments will be scheduled by Detroit Public Schools, Human Resources Department.
