Job Title: EXECUTIVE DIRECTOR, GOVERNMENTAL RELATIONS (12 Months)

Salary Range: 87,152.00 - 131,478.00 (annually)

Under the direction of the General Superintendent or designee, the Executive Director coordinates the development and pursuit of the District’s annual legislative agenda, which includes tracking pertinent legislation and policy initiatives, managing responses to governmental inquiries and requests for information and facilitating contacts between District and governmental officials.

Qualifications

Education:

Must possess a Bachelor’s Degree in Business, Public Administration, Political Science, Communications, Law or a related discipline from an accredited institution. Additional related experiences and/or college credits may be substituted for a Bachelor’s degree on a year for year basis.

Experience:

Must present evidence of at least five (5) years experience in management positions in the fields of governmental communications or governmental relations. At least two (2) years in an administrative/supervisory capacity. Must be experienced in presenting proposals, reports and related data to groups of elected officials or other persons of varied background and education. Must also have management experience and project management experience.

Attendance:

Regular Attendance is critical; must have an exemplary attendance record.

Citizenship:

Must be able to verify whether U.S. citizen, resident alien, or otherwise authorized to accept employment in the U.S.

Physical Condition:

Must be physically able to perform the duties and responsibilities outlined with or without accommodations.


Duties and Responsibilities

Under the direction of the General Superintendent or designee, the Executive Director will:

Essential Functions:

1. Advise the General Superintendent and the Executive Director Office of Public Relations of Federal, State, County and City legislation, Executive Orders, and other policy initiatives that impact the District;

2. Assist the General Superintendent or designee and the Executive Director, Office of Public Relations in developing a legislative agenda and communicating that agenda to governmental officials;

3. Secures involvement of District officials, Board members and parents in the political process;

4. Serve as the District representative and/or liaison to constituent groups, public and private professional organizations (including but not limited to: Michigan Association School Administrators, American Association School Administrators, Council of Great City Schools and Tri-County Alliance), government and community agencies;

5. Represent the District by making presentations to legislators, policy makers and interested parent and community and business groups;

6. Manage the District’s governmental affairs with the Federal Government;

7. Monitor Executive Orders, legislation and other policy initiatives that impact the District;

8. Coordinate meetings with Senators, U.S. Representatives, Office of the President and other Federal agencies, departments, etc.;

9. Administer contract services with lobbyists;

10. Assist legislators in drafting language for Federal legislation;

11. Manage the District’s governmental affairs with the State of Michigan, including but not limited to: the Governor’s Office, State Legislature and State Board of Education;

12. Coordinate meetings with state Legislators, Governor’s Office and other State agencies, departments, County and City Officials;

13. Coordinate response to legislative information requests;

14. Manage the District’s governmental affairs with the County of Wayne, including the County Executive’s Office, County Commission, County Clerk and County Sheriff;

15. Monitor ordinances, Memorandums of Understanding and other policy initiatives that impact the District;

16. Coordinate responses to inform requests from County Officials and Commissioners;

17. Manage the District’s governmental affairs with the City of Detroit, including the Mayor’s Office, City Council and City Clerk’s Office;

18. Collaborate with Wayne RESA Legislative Liaison on initiatives of mutual interest for Detroit Public Schools;

19. Attend Board of Education Meetings;

20. Perform other duties as assigned by the General

All fingerprinting appointments will be scheduled by Detroit Public Schools, Human Resources Department.
