Job Title: EXECUTIVE DIRECTOR - OFFICE OF RISK MANAGEMENT (12 Months)

Salary Range: 87,152.00 - 131,478.00 (annually)

Qualifications

Education:

Must possess a Bachelor’s Degree from an accredited institution; A.R.M. and C.P.C.U. certifications preferred. Juris Doctorate preferred.

Experience:

Must have a minimum of five (5) years of experience as a Risk Manager for a public entity. Experience as a Risk Manager for a public school district is preferred; must have a minimum of five (5) years of managing compensation benefits, risk and/or insurance programs; experience with self-funded public entities and contract negotiations is preferred.

Attendance:

Regular Attendance is critical; must have an exemplary attendance record.

Citizenship:

Must be able to verify whether U.S. citizen, resident alien, or otherwise authorized to accept employment in the U.S.

Physical Condition:

Must be physically able to perform the duties and responsibilities outlined with or without accommodations.


Duties and Responsibilities

Under the direction of the Chief Financial Officer the Executive Director will:

Essential Functions:

1. Management of the following departments and programs:


A. Workers' Compensation

B. Property and Liability Insurance

C. Safety and Loss Prevention

D. Health and Welfare

E. Self Insurance Funds for Health Care Benefits

F. Risk Contract Compliance



2. Development of Requests for Proposal for related vendor services.



3. Collaborate with Labor Affairs in regards to benefit-related union negotiations.



4. Negotiate all insurance coverage terms, rates and fees.



5. Prepare periodic management progress reports for the Chief Financial Officer.



6. Participate on the District’s crisis management team.



7. Represent DPS on the local Emergency Management Task Force.



8. Develop and maintain district-wide risk management and safety policy/procedure manuals.



9. Maintain compliance with risk-related local, state and federal regulations.



10. Analyze risk-related exposures and advise executive management of the potential fiscal impact and recommend loss prevention and/or risk treatment alternatives.



11. Maintain a database of all risk-related claims, incident and utilization reports.



12. Develop and review insurance requirements, for all DPS vendor contracts, in conjunction with the Office of Procurement and Contracting.



13. Monitor and maintain all vendor certificates of insurance.



14. Distribute the appropriate certificates of insurance as required of DPS.



15. Collaborate with the Office of General Counsel in regards to third-party litigation.

Security Clearance:

All fingerprinting appointments will be scheduled by Detroit Public Schools, Human Resources Department.
